Cape Air flies from SJU itself: 25 minutes to Vieques, 20 to Culebra, one small bag free. Vieques Air Link flies from Isla Grande and Ceiba with 25 pounds, total.

The flight is the reason to skip the ferry: 20 or 25 minutes in the air against a 90-minute drive to Ceiba plus an hour of check-in. Two carriers fly it, from different airports and under different rules, and the one you pick decides whether your suitcase is a fee or a problem.

Cape Air, from SJU

Cape Air checks in at its own counter in the main central terminal at Luis Muñoz Marín, so there is no cross-town transfer. On its own pages the flight to Vieques is 25 minutes and the flight to Culebra “a quick 20 minute flight from San Juan,” and it “operates four daily flights between San Juan and Culebra.”

Fares on its route pages, read on 23 September 2026:

One way from SJULate September 2026From October 2026
Viequesfrom $99from $159
Culebrafrom $89from $119

The baggage rule is about size, not weight. Free with every ticket: one personal item up to 36 linear inches and one bag up to 45 linear inches, which you carry through security, hand over at the gate and collect beside the plane. On the Cessna 402 and the Britten-Norman Islander “there is no underseat or overhead baggage stowage,” so the personal item goes in the hold too.

A proper suitcase is a paid checked bag, up to 50 pounds and 62 linear inches:

Checked bag, each way1st bag2nd bag51–70 lb, extra
SJU ↔ Vieques$40$50$90
SJU ↔ Culebra$30$40$80

Those are Cape Air’s fees for tickets issued from 12 August 2026.

Vieques Air Link (VAL) flies between Vieques (VQS), Culebra (CPX), Ceiba (NRR) and San Juan Isla Grande (SIG), and now from Ceiba to St. Thomas (STT) as well, on Fridays, Sundays and Mondays: the way to put St. Thomas or St. John on the same trip, which the holidays page sets out. Isla Grande is Fernando Luis Ribas Dominicci Airport, a single-runway airport about 12 miles and 15 minutes by road from SJU. Flying VAL from San Juan means landing at SJU, collecting your bags, crossing the city and checking in again, and 15 minutes is the drive on a good day, not the transfer with luggage.

What you are buying is a public charter. It is on VAL’s own home page:

“Flights are public charters sold by Vieques Air Link, Inc., as the charter operator and Direct Air Carrier. Subject to DOT Public Charter Regulations under 14 C.F.R. Part 380, PC# PC-24-115.”

A public charter under Part 380 is a different consumer regime from a scheduled airline ticket. It is legitimate and long established — the carrier holds Air Carrier Certificate #VLIA127A and DOT commuter authorization — but it is not the thing your travel insurance or credit card may assume you bought.

The aircraft are Islanders, Trislanders and Piper Cherokee 6s.

The 25-pound rule

This is VAL’s sentence that matters most:

“All fares include 25 lbs of free baggage allowance, which includes carry-on and personal items. Additional weight beyond the 25 lbs allowance will incur a fee of $2.00 per pound.”

Twenty-five pounds, total, including the bag on your shoulder. A single checked suitcase for a week in the Caribbean is usually 35 to 45 pounds on its own. At $2.00 a pound, a traveler at 45 pounds pays $40 each way on top of the fare.

The other numbers around it:

  • Bag dimensions: maximum 22 by 15 by 9 inches
  • No piece limit, as long as the total stays under 50 pounds
  • Overweight bags do not fly with you. The carrier’s wording: “In the event that your excess baggage cannot be accommodated, luggage will travel on a subsequent flight.” And then: “NOTE: The passenger is responsible for forward shipping expenses and arrangements.”

That last line is the one to read twice. Your bag missing the plane is not the airline’s problem to solve at the airline’s cost.

Deadlines, stops, and the seat weight

Check in at least 45 minutes before departure. VAL’s gate closes 15 minutes before departure at Vieques, Culebra, Ceiba and Isla Grande.

Your flight may not be direct. The carrier says so plainly:

“All flights may have one or two stops before final destination. We will make every effort to inform you at check-in and will notify you before boarding.”

They do not overbook. Also stated: “At Vieques Air Link, we guarantee that we do not overbook.” On aircraft this size that is worth something.

The per-seat weight depends on the fare. VAL’s ticket policy gives the Britten-Norman Islander’s “combined weight capacity per seat” as 370 pounds under its regular fares and 440 pounds under its refundable fares, and 370 pounds on the Cherokee under both. If you are near either figure, say so when you book.

Money, once you have bought it

VAL sells two kinds of fare.

Regular fares:

  • Non-refundable. Credits are offered instead, usable for 12 months.
  • Changes: $20.00 per direction, per passenger, subject to availability.
  • Canceling 48 hours or more out: 20 percent fee.
  • Canceling inside 48 hours, including the day of travel: 50 percent fee.

Refundable fares: refundable up to one hour before departure, minus a 20 percent service fee, with changes at 20 percent per direction.

Infants under two fly free on an adult’s lap, one per adult.

Pets

On VAL, $30.00 each way, hard-sided kennel required, rentable for $15.00. The weight cap is the constraint: pet plus kennel under 30 pounds on the Islander, under 15 pounds on the Cherokee. A 15-pound ceiling including the crate rules out most dogs.

So: fly or take the ferry?

Fly Cape Air if you are landing at SJU and want to be on the island within the hour. A checked suitcase costs $30 or $40, and there is no transfer across San Juan.

Fly Vieques Air Link if you are traveling light, already in Ceiba or near Isla Grande, or want a refundable fare.

Take the ferry if your bags are heavy, your budget is tight, or you are driving to Ceiba anyway. A $2.00 to $2.25 fare with no weight limit is hard to beat until 31 December 2026, when the non-resident fare is due to rise. The full timetable is here, every sailing in both directions.

Landing at SJU in the evening? Where to stay before the Ceiba ferry has the hotel inside the airport, and the beds near the Ceiba terminal for an early boat.

One thing to settle before any of it: if the bio bay is why you are going, book the bay before you book the flight. Around new moon the good Vieques tours sell out, and a flight to an island where the bay is full is a wasted trip. The dates and the tours are on the Mosquito Bay page.

Quick answers

Can you fly to Vieques or Culebra from San Juan's main airport?

Yes. Cape Air flies from Luis Muñoz Marín (SJU) to both islands, checking in at its counter in the main central terminal. Vieques Air Link flies from Isla Grande (SIG), about 12 miles across San Juan, and from Ceiba (NRR), so on that carrier you transfer by road first.

How long is the flight to Vieques?

Cape Air gives 25 minutes from SJU to Vieques and 20 minutes to Culebra, with four daily flights between San Juan and Culebra. Vieques Air Link warns that its flights may make one or two stops first, so elapsed time is not always flight time.

How much baggage can you take?

It depends on the carrier. Cape Air carries one personal item and one bag up to 45 linear inches free, gate-checked and returned at the plane, and a checked bag up to 50 pounds costs $40 to Vieques or $30 to Culebra. Vieques Air Link allows 25 pounds in total, carry-on included, and charges $2.00 a pound over that.

What happens if your bag is too heavy to fit on the plane?

On Vieques Air Link it travels on a later flight, and the carrier states that the passenger is responsible for forwarding expenses and arrangements. This is the most expensive surprise on these routes.

How early do you need to check in?

For Vieques Air Link, at least 45 minutes before departure. Its gate closes 15 minutes before departure at Vieques, Culebra, Ceiba and Isla Grande.

Is flying refundable?

On Vieques Air Link it depends on the fare you buy. Its regular fares are non-refundable, with credits instead, a $20.00 change fee per direction, and cancellation fees of 20 percent from 48 hours out and 50 percent inside that. Its refundable fares can be canceled up to an hour before departure for a refund minus a 20 percent service fee.

Can you take a dog?

On Vieques Air Link, yes, for $30.00 each way in a hard-sided kennel, which can be rented for $15.00. The combined weight of pet and kennel cannot exceed 30 pounds on the Islander aircraft or 15 pounds on the Cherokee.
